all of the pumps are temporarily not working and there are no "out of order" signs anywhere

The prices here are about average for the area, but you can save a few cents per gallon at either the Shell or Lil Cricket just up the road. Customer service varies from being good to very very bad. I stopped in to buy a soda. The price marked on the shelf was different than when it rang up as. When I said something, I was told she would not sell me the soda at the marked price. After informing her that it is illegal to do so, she then simply refused to sell me anything.
