Bathroom is clean enough but for the third consecutive time and I have been here there is no soap in the dispenser and there are finally paper towels which there has not been the case the last two times

I drive 130,000 miles a year, often filling up 3 times a day...this is THE WORST SERVICE I've EVER encountered...go to the shell down the road!
